Licenca Publike e Përgjithshme GNU (GNU GPL or GPL) është një licencë e softuerëve të lirë e përdorur gjerësisht, e cila u garanton përdorueseve të fundit (individëve, organizatave, kompanive) lirinë për të përdorur, studiuar, shpërndarë dhe modifikuar softuerin. Një softuerë që ti ofron këto të drejta quhet softuerë i lirë dhe nëse softueri është copyleft, ai kërkon këto të drejta që të ruhet. GPL-ja i kërkon të dyja. Licenca u shkrua nga Richard Stallman i Free Software Foundation (FSF) për projektin GNU.

Me fjalë të tjera GPL i garanton marrësit e një programi kompjuterik të drejtat e Free Software Definition^[1] dhe përdorë copyleft për të siguruar që liritë janë të ruajtura sa herë që një punë është shpërndarë, madje edhe kur janë bvrë ndryshime apo përmirësime. GPL është një licensë copyleft, gjë që do të thotë se edhe derived worksmund të shpërndahebn vetëm nën kushtet e të njëjtës licensë. Kjo bëhet në dallim të permissive free software licenses, për të cilat Licensa BSD dhe Licensa MIT janë shembuj tipik. GPL ishte licensa e parë për përdorim të përgjithshëm.

Programe të njohur softuerësh të lirë të licencuar nën free GPL përfshijnë Kerneli i Linux dhe GNU Compiler Collection (GCC). Disa programe të tjerë softuerësh të lirë (MySQL është një shembull i mirënjohur) janë dual-licensed nën licensa të ndryshme, ku zakonisht njëra nga licensat është GPL-ja.

Historikisht, familja e licensave të GPL ka qënë një nga licesat e softuerëve më popullore në FOSS.David A. Wheeler tregon se licensa copyleft e siguruar nga GPL ishte kritike për suksesin e sistemeve të bazuara në Linux, duke i dhënë programuesve që kontribuan në kernel, sigurinë që nga puna e tyre do të përfitonte e gjithë bota dhe se softueri do të mbetej i lirë, dhe se nuk do të shfrytëzohej nga kompanitë e softuerëve të cilat nuk do ti ofronin asgjë në shkëmbim komunitetit.^[2]
