Qarku i Prevezës është një qark në jugperëndim të rajonit i Epirit, në Republikën e Greqisë. Kryeqendër administrative dhe urbane i qarkut është Preveza. Qarku është ndarë midis në tre komuna: Parga, Preveza dhe Ziroi.

Qarku i Prevezës kufizohet në veriperëndim me qarkun i Çamërisë, në verilindje me qarkun i Janinës dhe me qarkun i Nartës në lindje. Njësia rajonale e Prevezës është e vendosur në veriperëndim të Gjirit i Nartës. Deti Jon, shtrihet në perëndim. Terreni është kryesisht kodrinor. Malet e Kserovunit janë në verilindje. Lumenjtë përfshijnë: Lluri në lindje, dhe Gliqi ose Frari në veri. Shumica e qarkut të Prevezës është pjesë e rajonit më të gjerë historike i njohur si Çamëria. Brenda këtij rajoni ka krahina më të vogla etnografike dhe gjeografike. Në qarkun i Prevezës ato krahinat janë: Frar,[1] Çamohor (edhe Çamofshatra),[2] Llamar,[3] Llaka (e Derrit)[4] dhe Llaka e Lelovës.[5]

Klima është tipike mesdhetare me verë të nxehtë dhe të thatë edhe dimër të ftohtë. Dëbora nuk është i rrallë në dimër në lartësi malore.

Qarku i Prevezës është ndarë në tre komuna. Ato janë: Parga, Preveza dhe Ziroi.

Qarku i Prevezës ishte themeluar si një prefekturë në vitin 1915 (greqisht: Νομός Πρέβεζας/Nomós Prévezas). Si pjesë e reformës Kallikratis së qeverisjes në vitin 2011, qarku i Prevezës u krijua nga ish prefekturë i Prevezës. Prefektura ka pasur të njëjtin territor si qarku aktuale i sotëm. Në të njëjtën kohë, komunat u riorganizuan, sipas tabelës më poshtë.

Në 2011, Qarku i Prevezës banohet nga 57,491 shtetas.

Shqiptarë (shqipfolës ortodokse dhe myslimanët shqiptarë): Përmendja e parë të një prani shqiptare në zonat që u bë i njohur si Çamëria, daton prej shekullit 13 në një dokument venecian të vitit 1210, që thotë se kontinenti (pjesa i afërt të Korfuzit i gadishullit Ballkan) përballë me ishullin Korfuz është banuar nga shqiptarët[6] Kjo situatë ishte njohur edhe gjatë shekujve edhe nga fqinj greqishtfolës të ishullit Korfuz, të cilët konsideruan rajonin e Çamërisë të jetë si një zonë të banuar nga popullit shqipfolës.[7] Në fillim të shekullit 19, populli shqiptarë ortodokse dhe myslimane brenda në Pashallëku i Janinës, identifikuan veten e tyre me emërtimin kombëtar, domethënë shqiptarë. Ky realitet ishte ndryshe nga pjesët e tjera të Perandorisë Osmane, se ka qenë e zakonshme për popujt e tjerë Balkanike të identifikohen me përkatësi fetare.[8] Në mesin e shqipfolësit ortodokse, kjo filloi një proces që mbi pjesën e mëvonshme të shekullit 19 dhe 20, që bëri identitetin e tyre fluide.[9] Për shembull Nikolla Konemeno (gr. Νικόλαος Κονεμένος: 1832-1907), një gjuhëtar grek me preardhje shqiptar nga rajoni Llaka të Çamërisë ilustron atë proces i akulturimit greke në këtë anë të Çamërisë. Përveç iu referuar këto krahina si Llaka gjatë kësaj epoke si pjesa rajonale me madhe quajtur Çamëria, ai nuk e mohoi identitetin e tij shqiptar dhe ka marrë pjesë në jetën publike greke. Kështu Konemeno pranon këtë identitet dhe mishëron atë, pa përjashtuar identitetin tjetër kur ai theksoi me gabime drejtshkrimore të gjuhës greke:

"κι εγώ είμαι φυσικός Αρβανίτης, επειδή κατάγομαι από τα' χωριά της Λάκκας (Τσαμουριά) και είμαι απόγονος ενός καπετάν Γιώργη Κονεμένου ’λ που εμίλειε τα’ αρβανίτικα κι όπου ταις αρχαίς του προπερασμένου αιώνος... είχε καταιβεί κι είχε αποκατασταθεί στην Πρέβεζα... [Edhe unë jam një Arvanit i natyrshëm, sepse prejardhje im është nga fshatrat të Llakës (Çamëria) e unë jam një pasardhës i një kapiten Jorgji Konemeno, i cili fliste shqip dhe që në fillim të shekullit të kaluar... kishte zbritur dhe ishte vendosur në Prevezë...]"[10]

Gjatë krizës lindore të 1870-të, Greqia u përpoq të aneksonte viset e Çamërisë poshtë lumit Kalama përmes diplomacisë në Kongresin e Berlinit. Ndikimet edukative apo arsye të bindjeve fetare greke ende nuk kishte arritur të gjithë shqipfolësit ortodokse. Për shembull, duke arritur në rajon në këtë kohë ka qenë diplomat dhe udhëtar Valentine Chirol, i cili kaloi nëpër fshatin Trikopallk i Frarit. Gjatë kësaj kohë ai reflektoi mbi qëndrimit të tij atje, Chirol shkruan:

"Ne morën strehim tonë në fshatin së madhe shqiptare Trikopallk, e cila është ndërtuar mbi një lartësi të vogël jashtë fushës kënetore. Besimi im në miqtë e mi greke të Janinës, të cilët më kishin siguruar se në jug të Kalamait nuk ka pasur asnjë shqiptar që të paktën lidhja e një gjuhë të përbashkët nuk bashkohen me Greqinë, ishte tronditur parë. Mikëpritës e mia në Sul kishin folur greqisht, si dhe shqip, madje edhe dinin turqisht, ndoshta për shkak të marrëdhënies së tyre me garnizonin e kështjellës. Por këtu ishte një fshat, dhe një fshat i krishterë, ku, me përjashtim të priftit, jo një shpirt foli ose apo kuptuan një fjalë të ndonjë gjë, vetëm shqip. As shërbëtori ynë shqiptar mund të besohet si një përkthyes, simpatitë e tyre kishin asnjë më shumë afinitet me Greqinë se sa gjuhën e tyre".[11]

Në rajonin e Çamërisë gjatë epokës vonë osmane, zona shqipfolës filloj prej pellgu i lumit Kalamai dhe duke zbritur në drejtim të jugut midis malit Kurilla dhe detit Jon, që përfshin qarkun moderne të Çamërisë. Ajo zonë të gjuhës shqipe vazhdoi më tej drejt jugut në drejtim të krahinës Frar dhe në lindje në drejtim të pellgut së lumit Llur dhe malin Sul, ose domethënë në qarkun e sotme të Prevezës.[12][13] Me luftërat Ballkanike dhe dëbimin e Perandorisë Osmane, rajoni i Çamërisë u bë pjesë e Greqisë. Gjatë gjithë periudhës midis dy luftërave, ndarjet serioze shoqërore kanë ndodhur[14][15] dhe për shkak të politikave të qeverisë greke[16] ndërmjet shqipfolësve ortodoksë, të cilët gjithnjë u bënë njëanshëm me shtetin grek, dhe e panë veten si grekë.[17][18] Gjatë periudhës kësaj kohës, qeveria greke intensifikuan fushatën e saj në mesin e shqipfolës ortodokse në lidhje me gjuhën. Në vende që janë konsideruar me rëndësi demografike se kishin pak njohuri të gjuhës greke, institucione arsimor grek u hapën të tilla në fshtrat të qarkut i Prevezës si: Rrapeza, Kanallaqi, dhe Arca.[19] Shumë fshatra të tjera në Frar, Çamofshatra, dhe Llaka e Lelovës ishin ende shqipfolës kryesisht gjatë kësaj kohë.[20] Kurse shqiptarët myslimanë e panë veten si një minoritet shqiptar me të drejta të vegjël.[21] Ka pasur disa shqiptarë myslimanë në qytetin Prevezë. Ata ishin dygjuhësh të shqipes dhe greqishtes.[22] Më pas, këto tensione shpërthyen në një konflikt komunale gjatë Luftës së Dytë Botërore,[23] ku shumë shqipfolës ortodokse u bashkuan me forcat vendor[24] si EDES, ndërsa shqiptarët myslimane formuan një organizim paralel të quajtur Këshilla[25] për të mbrojtur veten e tyre nga forcat greke.[26] Për shembull, shqipfolësit ortodokse formuan gjatë më herët luftës grupa të armatosura dhe ishin të udhëhequr nga njerëz, të cilët më vonë u bashkuan me EDES, si Konstandin Koçnikolla dhe Vasil Ballumi prej krahinës Frar që vrau Jasin Sadikun nga Margëlliçi[27][28] dhe përreth terrorizuan fshatra shqiptare myslimane.[29] Kështu në 1943, pak para dorëzimit italiane, gjermanët pushtuan rajonin dhe disa shqiptarë myslimanë ndihmuan të sigurojnë furnizime ushqimore dhe rajonin. Operacionet e përbashkëta janë kryer në rajonin Frar kundër fshatrave shqipfolës ortodokse që rezultuan në plaçkitje, vrasje dhe vdekjen e rreth 300 civilëve.[30] Në vitin 1944, shumica e myslimanëve shqiptarë u pastruan etnikisht nga rajoni,[31] ndërsa shqipfolësit ortodokse mbetën. Pas kur shumica e popullsisë myslimane çame ikën për Shqipërinë në 1944, pak shqiptarë myslimanë kishin mbetur. Në vitin 1947 në zonën e Pargës, 113 myslimanë shqiptarë mbetën (7 meshkuj dhe 79 femra).[32] Në regjistrimin të popullsisë greke të vitit 1951, u regjistruan 127 shqiptarë myslimanë për të gjithë Epirin adminstrativ.[33] Disa shqiptarë myslimanë ende gjendeshin brenda dhe përreth Pargës deri viteve 1960-të, kur ata u larguan.[34]

Sipas zyrtarëve të qeverisë greke, nuk ka popull autoktone shqipfolës në rajon.[35] Kjo pikëpamje është mbajtur prej zyrtarët grekë sepse ata janë të shqetësuar për demografinë socio-gjuhësore të rajonit.[36] Autorët vendore gjithashtu nga rajoni shmangin nga diskutimin për gjuhën shqip që ende është e folur nga popullsia ortodokse vendas, sepse i lidh ata me çamët myslimanë.[37] Në vend të kësaj, autorët grekë të kaluara kanë përpjekur ti distancojnë shqipfolësit krishterë vendas nga shqiptarët e tjerë, ti fshehin apo ti përjashtojn të gjitha, sepse "gjuha është perceptuar si një kërcënim shtesë për greqizëm i vendit".[38][39] Këto pikëpamjet grek janë bërë shpeshherë që shprehen "argumentin i paraqitur se gjuha e përdorur nga popullsia kishte asnjë lidhje me përkatësinë e tyre nacionale".[40] Ndërsa qeveria shqiptar i ka kushtuar pak kurrfarë vëmendje të popullsisë shqipfolëse e sotme në rajon. E vetmja kohë kur qeveria ka bërë këtë ka qenë në vitin 2000, kur lideri i atëhershëm i Partisë Demokratike të opozitës, Sali Berisha, bëri thirrje për të drejta kulturore për shqiptarët që jetojnë në Greqi, të tilla si hapja e një shkolle në gjuhën shqipe në Filat.[41]

Në Qarkun i Çamërisë dhe të Prevezës, populli shqipfolës ortodoks ende sot banojnë më shumë të qarkut dhe janë një pjesë të rëndësishëm i popullisë vendor.[42] Në viteve të 1970-të, gjuha shqipe ishte folur ende "nga veriu i Paramithisë deri në lumin Kalamai dhe përtej, si dhe në veri të pllajës e Margëlliçit" në rajon dhe disa prej banorëve më moshuar ishin njëgjuhës të shqipes.[43] Gjuha gjatë asaj kohë ishte folur edhe nga të rinjtë, sepse kur popullsia vendore e moshës të punës migruan duke kërkuar një punë në Athinë, ose jashtë vendit, fëmijët ishin lënë me gjyshërit e tyre, duke krijuar kështu një vazhdimësi të shqipfolësit.[44] Gjithashtu gjatë asaj kohë, ishte mundur për të dalluar midis gratë greqishtfolës dhe shqipfolës, që të dy vishnin rroba të zeza. Për shembull, gratë greke e lidhnin shallën e tyre në pjesën e prapshme të kokës, ndërsa gratë shqipfolës ortodokse e lidhnin shallën e tyre në një stil të veçantë në anë të kokës.[45] Deri në vitet 1980, fshatrat shqipfolës ortodokse në Çamëri ishin disa nga fshatrat më të izoluara në të gjithë Greqinë, ku ende mund të gjendeshin shqipfolësit njëgjuhësh të moshuara, si në fshatin Agji të qarkut i Prevezës.[46] Shumë fshatra në fushen e Frarit vuajtën nga malaria dhe ishin të izoluar deri me tharjen e kënetat gjatë viteve 1950-1960.[47] Për shkak të standardeve të vështira të jetesës, shumë njerëz emigruan jashtë vendit në kërkim të punës.[47] Në qarkun i Prevezës sot, gjuha shqipe dhe dialekti Çamërisht deri tani flitet aty, dhe është më jugor nën-dialekti i pjesës kryesore të gjuhës shqip, por ka mbetur jashtë hapësirës kombëtare ku shqipja standarde ka qenë e standardizuar si gjuha zyrtar të shtetit. Sot, krishterët shqipfolës etnike e perceptojnë veten si grekë kombëtare. Kur flasin greqisht, pjesëtarët e këtij komuniteti e quajnë gjuhën shqipe të tyre: arvanitika, ashtu si të gjithë arbëreshët (arvanitasit) të tjerë e Greqisë; ende, kur bisedojnë në dialektin të tyre, ata e quajnë atë "Shqip".[48][49] Sot shqipfolësit ortodokse janë shumicë në një komunë: Pargë. Shqipfolësit ortodoks janë gjithashtu një pakicë i rëndësishëm në dy komuna të tjera të Prevezës dhe Ziroi. Kurse bashkia e Frarit, brenda komunës të Pargës është edhe e njohur të jetë banuar kryesisht nga shqipfolësit ortodokse apo "arvanitasit".[50]

Romët: Para luftës e dytë, popullsia rome është gjetur anembanë rajonit të Çamërisë, kryesisht në vendbanime urbane. Në qarkun i Prevezës, ata kryesisht banonin në Prevezë.[51] Shumica nga këta ishin mysliman dhe u larguan në vitin 1923 gjatë shkëmbimit greko-turke të popullsive ose më pas së bashku me shqiptarët myslimanë në Shqipëri. Sot pakica romë janë ortodokse dhe të shpërndarë nepër vendbanimet vendore. Migruesit romë nga Shqipëria në vitet e fundit kanë preferuar gjithashtu të punojnë në zonat ku shqipfolësit ortodoksë jetojnë në rajonin historike të Çamërisë.[52] Për shembull, disa gra rome myslimanë shqipfolës janë martuar me burrat shqipfolës ortodoks dhe të gjithë punëtorët bujqësore romësh në zonën shqipfolëse të Frarit janë nga Shqipëria.[53]

Vllehët: Ndërsa popullsia vllehe është shpërndarë anembanë qarkut. Vllehët që jetojnë në veri (bashkia Frar të komunës Pargë) dhe veri perëndim (bashkia Pargë të komunës Pargës) e quajnë veten e tyre Camurénji, domethënë çame.[54] Vllehët gjithashtu përdorin fjalën Rrménji ose Rreménji, që ku jetojnë në mesin e popullsive shqipfolës dhe përdornin edhe ende quhen me këtë emërtim kombëtare për veten e tyre.[55] Në të kaluarën disa prej këtyre vllehëve, të cilët janë gjithashtu shqipfolës, një pjesë ishin baritore dhe nomadë. Pas largimit të çamëve myslimane, ata u zhvendosën në disa nga këto vendbanime çame[56] si Parga dhe të tjera. Ndërsa të tjerët u vendosën në fshatra të shqipfolës ortodokse dhe u bënë pjesa e madhe të atyre vendbanime si në Morfat i Frarit në qarkun i Çamërisë[57][58] dhe Taban.[56] Në qarkun e Prevezës, vllehët si një shumicë ose pakicë janë banorë në këto vendbanimet: Pargë dhe Taban.[56] Kurse disa familje vllehe nga fshati Vuvucë prej krahinës Zagori greke u vendosen në Frar.[47]

Grekët: Shumica e banorëve të qarkut janë Grekë etnike. Ato janë shumicë në dy komunë: Preveza dhe Ziroi. Grekët e rajonit përdorin një fjalë për vetë emërtimin e tyre Γκρέκη/Gréki[59] që referohen veten si grekë, njëjtë si grekët e tjera të Epirit[60] dhe jo emërtimin kombëtare Έλληνες/Éllines, e cila është bërë e miratuar në kohët e fundit së bashku me të fjalës vendore Gréki.[61] Me shkëmbimin e popullsive midis Greqisë dhe Turqisë në 1923, disa grekët refugjate u zhvendosën në Çamëri. Këto grekë janë shpërndarë nëpër qendrat urbane dhe katër fshatra, që u vendosen dhe u krijuan nga shteti greke për ato. Për shembull, vendbanimet Νέα Σινώπη/ Néa Sinópi, Νέα Σαμψούντα/Néa Sampsoúnta dhe Νέα Κερασούντα/Néa Kerasoúnta është banuar nga greqishtfolës nga Sinop, Samsun dhe Giresun edhe vende të tjera përgjatë bregdetit të Detit i Zi.[47] Kurse grekë turqishtfolës sot banojnë në Αρχάγγελος/Arkhángelos nga Ajanxhik (tr. Ayancık) i Turqisë.[47] Ka pasur dallime kulturore midis grekëve greqishtfolës dhe turqishtfolës edhe grekët vendas në lidhje me vallëzim dhe gjuhën, por në kohë janë bërë plotësisht të integruar në rajonin. Këto grekët nga Turqia kanë mbajtur dhe traditat muzikore edhe të tjera nga vendet e tyre stërgjyshore të prejardhjes.[47] Kurse, disa familje greqishtfolës nga Cepelova të krahinës Zagori greke i Epirit janë vendosur në Arkhángelos.[47] Grekët shtegtues kanë ekzistuar edhe në këto vende. Ata janë quajtur Sarakaçanë (gr.Σαρακατσάνοι/Sarakatsánoi). Pas Luftës së Dytë Botërore, qeveria greke vendosi këto grekët shtegtues në të gjithë Epirin në fshatra të ndryshme gjatë viteve 1950-të.[47] Disa familje greqishtfolës nga fshati Monodhëndër prej krahinës Zagori greke u vendosen në Frar.[47] Ata të gjithë u zhvendosën në fshatra që flasin gjuhën greke në qarkun i Prevezës.[47] Kurse shqiptarë myslimanë që jetonin me shumë në bashkinë e Pargës të komunës e Pargës (për shembull disa familje në fshatrat si Shënedjella ose me përqendrimin më të madh në qytezën Pargë); pas largimit të tyre gjatë luftës, vetëm Parga ishte ripopulluar nga grekët prej pjesë të tjera së Epirit greke.[62][63][64]

Shtyllat ekonomike të qarkut janë bujqësia, peshkimi dhe turizmi bregdetar. Qendra më e rëndësishme turistik është qyteti Pargë në veriperëndim të qarkut përgjatë Detin Jon.

Infrastruktura[Redakto | Redakto nëpërmjet kodit]

Qarku i Prevezës është kaluar nga tre autostrada kombëtare. Përgjatë bregut të detit Jon prej Parga deri Prevezës shkon në rrugë të zhvilluar mirë kombëtar 111 (Rruga Evropian E55). Në Prevezë, ajo takon Rruga Kombëtare 21, e cila nga qyteti i Prevezës shkon pranë lumit Llur, pas Filipjadhës, vendbanimi i dytë më i madh të qarkut. Në jug të qytetit të Prevezës, pjesë e autostradës 21 (Rruga Evropian E55) shtrihet dhe shkon përmes 1600 metra nëndetëse gjatë tunelin Prevezë-Aktion, pas gadishullin Aktiumit, (duke përfshirë aeroportin Aktion) dhe me makinë në ishullin Lefkada. Një lidhje të drejtpërdrejtë me rrjetin e autostradës greke ekziston vetëm brenda qarkut në veri-lindje të Filipjadhës, ku ekziston një pikë kyçje të autostradës 5. Në jug të Prevezës të gadishullit Aktion, është e ardhmja të autostradës 50, e cila do të lidhë Lefkadën nëpërmjet me Vonicën dhe Amfilohën.

Qyteti i Prevezës ka një port me rëndësi shtesë.

Nuk ka lidhje hekurudhor ose një aeroport ndërkombëtar. Megjithatë, në gadishullin Aktium ekziston aeroporti Ndërkombëtar i Prevezës-Aktion që është në anën tjetër të Gjirit së Prevezës në territorin e Aetolisë-Akarnani.

Traditat muzikore[Redakto | Redakto nëpërmjet kodit]

Në kohët të kaluara deri në fund të viteve 1960-të, këngët shqip ishin kënduara në festivale dhe tubime të tjera kulturore në rajonin e Frarit. Këto këngë u paraformoj nga muzikantë të tilla si klarinetisti Harallambo Fotiu (gr. Χαράλαμπος Φωτίου), që dominonte skenën e muzikës shqipe dhe nga muzikantë të tjerë si Thanas Gllano (gr. Θανάσης Γκλανός) nga Lëkurësi dhe Dhimitër Aidoni (gr. Δημήτρης Αηδόνης) nga Tabani.[65] Kurse fshati Kastri para Luftës së Dytë Botërore ishte konsideruar nga refugjatët çam prej rajoni të Margëlliçit të këndonin ende në një repertor të vjetër polifonike, që ishte i lirë nga instrumenteve muzikore, një stil që ishte dominant në shekullin e mesme të 19.[66] Me disa migrimit të vogël nga ana e Epirit të banuar me greqishtfolës në Frar, repertor muzikor u ndryshuar dhe tani këngët dhe vallet nga rajonet të tjera janë të përfshira në repertorin vendore.[47] Një arsye tjetër për ndryshimin në repertorin muzikor ishte pas largimit të çame myslimanë dhe vetë-ndërrimin të identitet nga krishterë shqipfolës si grekë. Për shembull, brezat më të rinj vendor të krishterëve shqipfolës filluan të zgjedhin këngë grek dhe repertor vendas u ndryshua, një proces të shënuar nga folkloristët në fshatin Gliqi, Frar, gjatë fund të viteve 1950-të.[67] Rajoni i Frarit ishte i njohur edhe për të pasur disa këngët më të bukura erotike në Çamëri, të tilla si ato nga fshati Koron[68] (për një shembull, shih këngën e tretë më poshtë). Më poshtë janë disa nga këngët më të njohura dhe popullore në rajonin e Frarit nga shqiptarët (për traditat muzikore të qarkut të Çamërisë shikoni Traditat muzikore në Qarkun e Çamërisë):[47]

Gjithashtu shoh dy incizime e fundit audio-vizuale të njohura këngë çame në fshatin Ftinë të Çamohorit. Kënga e parë Dallëndyshe vogël këndohet prej klarinetisti Thanas Gllano dhe sazet i tij në dialektin jugor të çamërishtes. Kënga e dytë O Minushi është pjesërisht në gjuhën shqipe dhe greke, sepse si ajo këndohet në publik.

Gjuha administrative, shkollore dhe e kishës është greqisht. Kjo gjuhë është folur publikisht dhe privatisht nga banorët grek etnike dhe grekë të tjera nëpët vëndbanimet edhe prej shqipfolës ortodokse dhe shqiptarë myslimane, vlleh dhe romët. Shqipfolësit vendor në rajon e quajnë gjuhën greke grëqisht dhe linika (nga fjala greke: ελληνικά/elliniká për gjuhën greqisht).[69] Gjuha shqipe është folur në shtëpi ose në mjedis shoqërore nga banorë shqipfolës.[70] Gjuha shqipe nuk është njohur nga shteti grek në administratën, shkollat dhe në kishë, edhe qeveria greke nuk e njeh se ka banorë shqipfolës në qarkun e Çamërisë. Dialekti çamërisht në rajon është ndarë në dy variant: e veriut dhe të jugut. Varianti verior është folur gjatë gjithë qarkut i Çamërisë, ndërsa të variant jugor (i njohur si dialekti i Sulit apo dialekti i Prevezës) është folur kryesisht në qarkun i Prevezës. Dallimet në mes të dyve janë në shprehje të tilla si: çfarë bën (shqipja standarde), çi bën (dialekti verior) dhe kë bën (dialekti jugor).[71]

Në 1915, qarku i Prevezës është themeluar. Më pas në vitin 1936, disa vendbanime veriore që kishte një popullsi shqiptarë mysliman ishin vendosur në qarkun i ri të Çamërisë (gr. Albanian nationalism at the hands of Muslim villagers and elites was turned into a useful tool for exerting pressure on Greek state nationalistic demands such as the creation of Albanian schools first appeared after the mid 1920s. Albania was gradually viewed by the community as a kin-state..... The unwavering determination of the Greek state to include the Muslims of Chamouria in the exchange of populations, alongside policies that were implemented in the field and forced upon the local population, which were in turn augmented by the determination of local officers and the local Christian population, led to extreme effects on the ground..... In the 1930s it was obvious that the Chams were viewed as a hostile population and “a lost cause for “Hellenism””. Attempts to create any kind of viable links between the community and the Greek Administration were deemed fruitless as there were few limits imposed on the hard line policies apart from the consideration of the image of the state abroad and the policies of reciprocity applied concerning the Greek Minority of Albania, which in turn had become a major national issue after the Greek Army’s defeat in Asia Minor..... For the Greeks, Muslim Chams were by now a community that was not considered as equal and was certainly treated as inferior. It appears that this perception was so widely accepted that it was explicitly expressed in an official text..... Finally, so as to exercise better control over the minority, the Greek state created in late 1936 a new prefecture, that of Thesprotia, consisting of areas that previously belonged to the Prefectures of Ioannina (Yanina) and Preveza, embodying all the Muslim population."

The very day Italy invaded Greece, the leaders of the Cham community were arrested and sent into exile, an action which in retrospect has been heavily criticised, as it gave the Muslim community indubitable proof of the negative perception of Greek Authorities towards the Chams. This measure left them without leadership, a fact that probably influenced their behaviour against the Greeks in the ensuing months. When the Cham refugees went to fight on the side of the Italian Army that was invading Greece, they turned against the local Christian population, who were favoured by the policies of the Greek state. In the following days however the Greek army reoccupied the area, exiled nearly the entire male Cham population, and turned a blind eye to the atrocities committed by local Greeks against Chams. The clashes that followed for several weeks should be treated as the final breach between the two communities. According to Greek historiography, the subsequent establishment of the Italian occupation forces in the area and the gradual appearance of a quasi-administrative network of Chams from late 1942 onwards are responsible for the Muslim Cham exodus that occurred in 1944 and 1945. In fact, the reaction of the Muslim population during the period 1941-1944 could have been foreseen.

This seems to be a literally peripheral word to denote, or assert, a lack of distinction associated with a peripheral part of Greece. Nevertheless, the word is distinctive, in that it was used specifically in this region to refer to some people specifically from this region (the ones who apparently lack distinction): there seemed to be something unnamed being named in the use of the word Gréki, something that does not belong to the wider nationalist discourse about Greekness." ; f. 83.
